Job Description:

Key Responsibilities

1. Estimating & Tendering

  • Ensure the regional project pipeline is aligned with business objectives, maintaining high standards of accuracy, competitiveness, and strategic relevance.
  • Develop and drive tendering strategies through analysis of market trends, client needs, pricing benchmarks, and competitor landscape.
  • Lead, coach, and strengthen the capabilities of estimating managers and their teams across the region.
  • Oversee the compilation and submission of complex, high-value bids, incorporating strategic considerations.
  • Guarantee the preparation of accurate, reliable, and well-substantiated cost estimates.
  • Organize and lead internal bid review sessions to ensure compliance, quality, and consistency.
  • Establish and maintain strong relationships with clients, consultants, partners, and subcontractors.
  • Ensure the estimating team remains informed of current market dynamics and industry changes.
  • Encourage innovation and continuous refinement of estimating methodologies and tools.
  • Manage the preparation and delivery of submissions to Tender Committees and Market Review boards.
  • Foster alignment, collaboration, and knowledge sharing across regional teams.
  • Oversee the documentation and communication of lessons learned and best practices from completed projects.

2. Operational Performance

  • Develop and implement systems and tools to track and evaluate performance across major projects.
  • Collect, analyze, and interpret project data and site feedback to identify performance gaps and improvement opportunities.
  • Ensure formal project reviews are conducted at critical stages (0%, 20%, 50%, and 80%).
  • Provide guidance and targeted support to project teams to improve execution and outcomes.
  • Oversee the preparation of post-project evaluations, including lessons learned and best practice reports.

Qualifications

  • Master’s degree in Construction Engineering or a related field, or equivalent hands-on experience.
  • 15+ years of experience in estimating, tendering, or technical/project management roles.
  • Fluency in French and English is required.
  • Strong proficiency in Microsoft Office (Excel, Word, Outlook), with working knowledge of MS Project, Bluebeam, and AutoCAD.
  • In-depth technical knowledge of roadworks, asphalt production, pavement design, earthworks, drainage, and civil engineering projects.
